SYNOPSIS and SCOPE

Beamed Energy Propulsion (BEP) is a revolutionary technology of the future space transportation.  The majority of BEP vehicles is driven by a power beamed from a remote, reusable, long-range sources.  BEP technology exploits a variety of such directed energy sources - lasers, microwave and x-ray radiation or relativistic particles.  In combination with a multitude of propulsive mechanisms: blast waves, ablation, photon pressure, vaporization, photodesorption and alike, BEP stays on a forefront of modern physics and engineering.   BEP systems provide unique propulsive characteristics which would be impossible to achieve by means of traditional, combustion-based engines.  Vehicles driven by BEP will be smaller, lighter, faster, and more efficient than any currently existing means of space transportation.  In addition, BEP offers new and often unique technical solutions which are unattainable by traditional means of propulsion. The Fifth International Symposium on Beamed Energy Propulsion (ISBEP 5) is committed to carry on the mission, started by ISBEP 1 (Huntsville, Alabama, November 5 - 7, 2002) and continued by ISBEP 2 (Sendai, Japan, October 20 - 23, 2003), ISBEP 3 (Troy, New York, October 11 - 14, 2004) and ISBEP 4 (Nara, Japan, November 15 - 18, 2005).  It will bring together organizations and individuals interested in developing beamed-energy propulsion vehicles, engines, schemes and concepts into space transportation systems of the future.  It will offer an exceptional opportunity for researchers in the BEP field to present the current results of their studies.  The program will include all aspects related to the science and technology of beamed-energy propulsion in its various forms and applications.  The list of topics includes, but is not limited to: 

» basic science and technology of laser, microwave, x-ray and particle-beam propulsion and micropropulsion (microthrusters); 
» BEP mission and system analysis; 
» power-beamed photon sails;
» hybrid and auxiliary BEP systems; 
» beam-propelled aircraft; 
» BEP flight experiments; 
» lasers and other sources for BEP; 
» beam generation, guidance and propagation for propulsion; 
» new BEP concepts;

» directed-energy airspikes;

» research facilities for BEP tests;

» economics, politics and history of BEP.
 

The Fifth International Symposium on Beamed Energy Propulsion is jointly sponsored by Air Force Office for Scientific Research (AFOSR) and the University of Alabama in Huntsville .

LOCATION 
The symposium will be held at the Outrigger Keauhou Beach Resort, located on Hawaii Island in Kailua-Kona. 

REGISTRATION 
The regular registration fee for the symposium is $350 with an early registration option of $300.  The deadline for early registration is September 30, 2007.  The registration fee for full time students and retired attendees is $40.  The fee covers the registration package, the awards luau, coffee breaks, welcome reception, symposium program and the Book of Proceedings.  A tour to Volcanoes National Park on 11/15 will be offered for additional fee of  $100.

NEW EVENT (first time at ISBEP): SPECIAL LECTURE

When: November 13, Evening: 6:15 - 8:15 p.m.

Title:  High Energy Laser Devices: Past, Present and Future

To be presented by: : Joung R. Cook, J. Cook and Associates, McLean, Virginia, USA

The first part of the lecture will review key prototype systems and demonstrations of high energy laser weapons in the U.S. from 1970 to present time.  The second part will cover brief evolutionary history of scaling laser devices and review most of the high average power laser devices ever built in the U.S.  The third part of the lecture will cover some of the promising approaches for high efficiency high energy laser devices in the future.

Mr. Cook served as the Director/Manager of Systems Engineering at the U.S. Navy High Energy Laser Program Office (1985-1997), a senior research physicist specializing high energy laser system applications at the Naval Research Laboratory (1997-2003), and a senior scientist with Boeing Company (2003-2007).

OTHER SPECIAL EVENTS:

Welcome Reception (November 12, Monday)
A good opportunity to relax after the first day of the symposium and to meet your colleagues in a less formal atmosphere.  The reception will be covered by the registration fee; a cash bar will be available.  

Symposium Dinner and Luau (November 14, Wednesday)
The concluding event with a guest speaker (TBD) and award ceremony will be held together with traditional Hawaiian luau.  Additional reservations can be made for guests at registration. 

A bus tour over the Big Island of Hawaii will take-off on November 15, Thursday, at 7:20 a.m. from the hotel.  The central attraction of the tour is famous Hawaii Volcanoes National Park , however it will cover more than just the park.  The itinerary of the tour includes: Kailua town; view Kealakekua Bay; Coffee Plantations; Black Sand beach; Volcanoes National Park; Volcano House; Steam Bluffs and Crater Drive; Jagger Museum; Volcano Observatory; Thurston Lava tube; Fern Tree jungle; Orchid and Anthurium nursery; drive through city of Hilo; Macadamia nut factory; Water falls; Hamakua coast; Parker ranch lands and Waimea district. A tour will be arranged upon the conclusion of the symposium.     N

ABSTRACTS AND TECHNICAL PAPERS 
An abstract with the title, author's name(s) and affiliation(s) and not more than 150 words of text must be submitted by e-mail to Andrew Pakhomov in the form of a direct message or as an attachment in MS Word or Word Perfect format not later than August 31. 

A technical paper (limited to 12-page format) will be published in the Symposium Proceedings under the Conference Series of the American Institute of Physics.  Proceeding format: book, hardcover, 6x9-inch size.  In addition, for those who prefer electronic publications to traditional paper, AIP provides on-line access to its proceedings.  Early submissions are encouraged.  The deadline for paper submission is November 12 (i.e. at latest, papers can be submitted at the conference).  The general policy of "no paper – no podium" will be enforced by session chairs.  Guidelines for paper preparation and copyright clearance and assignment forms will be provided on the web.

AUDIOVISUAL 
A PC-projector and overhead projector will be available.  Other equipment, such as 35-mm slide projector or VHS VCR will be available upon request.  The requests must be received by October 11.

TIMING OF PRESENTATIONS 
As planned, thirty (30) minutes will be allotted for regular talks, including introduction and questions.  Time of plenary talks: 45 minutes.  Our intention is to avoid parallel sessions, i.e. the talks will be presented in one auditorium throughout the conference. 

NONDISCRIMINATORY PRACTICES 
The Organizers will accept registrations irrespective of race, ethnic or national origin, sex, creed, or physical handicap. 

RESTRICTIONS 
Video or audio taping of sessions and unauthorized sale of symposium proceedings is prohibited.
